Apparently, AP's new CM YS Jagan Mohan Reddy's decision will fall into legal soup for sure. YS Jagan proclaimed that 4 lakh Village Helpers will be appointed in all villages of AP by October 2. Furthermore, they will be paid Rs.5000 salary per month which will cost Rs.2000 crores from state's exchequer which in turn costs Rs.2400 crores per annum. And finally, around Rs.12000 crores will be paid by state government for five years to the Village Helpers

However, constitutional experts and political observers have several apprehensions on the proposed 'Village Helper' posts.

According to them, local bodies were given certain rights for the better governance in villages. Constitutional amendments 73 and 74 are included with the job charts of Sarpanchs and other personnel. 

But then, 'Village Helpers' concept was seen nowhere in constitution. Obviously, suspicions got prevailed over the authenticity of 'Village Helper' posts. YS Jagan assured that these Village Helpers checkmate corruption in panchayats. "Should the government expend a whopping of Rs.12000 crores to get corruption checkmated? Is it necessary?" a question posed by a constitutional expert. 

"It is the sole responsibility of the government to ensure the rights of Sarpanchs and VAOs are protected. Moreover, 'Village Helpers' should not indulge in religious promotions. And finally, they shouldn't work as booth level agents and conveners in the process of electioneering.  If these rules are violated, the Village Helpers should be ready to give their salaries back," suggested the observers.
