Harish Rao alleged that the Chief Minister has kept the file in pending for over 15 days. He said that the Chief Minister, who speaks a lot about Constitution, should not delay the constitutional processes.

With regard to the State Reorganisation Bill, Harish Rao said that the Andhra Pradesh Legislative Assembly was not empowered to either return the Bill or conduct voting on it. He said except Jammu & Kashmir, no other Assembly in the country enjoys the powers to return a Central Bill. He said that the President of India had sent the Telangana Bill to the Assembly only for its views and therefore, it was not empowered to violate the orders of the President.
