Is Manmohan Singh damaging Andhra Pradesh?

>Indian Prime Minister Manmohan Singh on his visit to have a aerial survey of flooded areas in Andhra Pradesh has promised to release Rs.1000 crore as initial package for flood relief.

But this is not the issue, when few of the top political circles doubt about his favor towards Karnataka, Manmohan clearly mentioned that “As long as I serve as Prime Minister of India, there will be no inequalities between the States for me. Never ever think of my favors towards Karnataka or Andhra Pradesh.” Still, the basis for such statement by Manmohan is unknown and will this do any damage for Andhra Pradesh is unknown. But Media seems to be slowly concentrating on this.
