Hyderabad, Sept 16 :

 The Chief Minister, K Rosaiah, on Wednesday asked the Bhu Bharathi Special Cell to speed up the pilot project in Nizamabad district and also simultaneously start the project in five other districts where it is to be taken up. He said the project is taking much time and there is a need to speed up the work and at least complete the project in Nizamabad district. He said the State must also make use of the Government of India assistance available for the project and start the work in other districts.
 
The Chief Minister was informed that as far as the pilot project of Bhu Bharathi in Nizamabbad is concerned, the survey of agricultural lands is completed and Digital database created. In all 8.76 lakh land parcel sketches generated and distributed to pattadars/lawful enjoyers.  Issue of statutory notices under Survey & Boundaries Act is completed in 115 villages.  Village site survey completed in one village and the results discussed with the Panchayat Raj Department.  Field study conducted in select wards in 3 Municipalities by NRSA/ Implementing Agency and Bhu Bharati to assess the accuracy and utility of aerial photography.
 
The Chief Minister was informed that the Draft law prepared in this regard was scrutinized by the Law Department. Remarks on the law department observations submitted back to the Department. The Law Department have advised to refer the draft law to the Advocate General for his opinion. The Government of India was requested to prepare a common model law for adoption by all the States.
 
He was told that in all 17 out of 21 modules of application software developed. Meetings conducted on 24.8.2009 and 8.9.2009 with concerned Departments to evaluate SRS/Application software and elicit their views. Third Party Verification was entrusted to ASCI on 29.7.2009 to take up study in 72 Villages; Preparatory work completed and Field verification commenced from 2nd week of September, 2009.
 
The Chief Minister was told that Phase-I Rollout is held up in Karimnagar and Nellore Districts because of High Court stay. Phase-I Rollout not commenced in Anantapur, Kadapa and Srikakulam Districts because of the joint representation of the selected agencies seeking certain relaxation/ modification of the specifications and terms in the Request for Proposal.
 
Validation of survey under Survey & Boundaries Act and Completion of village site and urban survey might be completed by 31.5.2010. Finalization of the draft law by 1.10.2010.  The Chief Minister wanted the work to be speeded up in right earnest and A.P. to become a role model in the project. Revenue Minister Dharmana Prasada Rao, CCLA, S.V.Prasad, Principal Secretary, Revenue, Rajeswar Tiwari, Spl. Commissioner, office of CCLA, C R Biswal, PD, Bhu Bharathi, V Anil Kumar, Collectors of Hyderabad and Ranga Reddy Districts and other officials attended the meeting.
