When Deputy Speaker Nadendla Manohar brought this to the notice of Assembly speaker, Kiran Kumar reacted strongly and said that it’s a clear violation of protocol.

In the wake of stringent curbs imposed on the media and the visitors as the Budget session commenced on Friday, the security breach caused embarrassment to the police top brass.

The incident took place on Friday at 11.30 am, when Guduru Narayan Reddy, who is neither a Minister nor an MLA, entered Gate No 1 in a brand new Minister’s car with beacon light and all. The vehicle did not bear a registration number.

The Congress leader spent about 20 minutes on the Assembly premises and left in the same vehicle without being challenged by security personnel.

The Speaker said that action would be taken against Congress leader based on the enquiry committee report and security would be tightened in the Assembly premises.
