And it is a common practice that the Cabinet passes the speech of the Governor and the Head of the State reads out the prepared speech while addressing the joint session. However, the present Governor, Mr E S L Narasimhan, wants to put an end to this practice.

On Thursday, the Chief Minister, Mr K Rosaiah, drove to the Raj Bhavan to invite the Governor to address the joint session. During the course of discussions on the text of the speech of the Governor, Mr Narasimhan is understood to have made some suggestions on certain changes to be made in the draft.

However, details of the subjects on which the Governor has made the suggestions are not immediately known. But sources said that this time the Governor’s speech will certainly have Mr Narasimhan’s mark.
