CID chargesheets CBN in another case. The state CID has filed a chargesheet in the assigned lands case in Amaravati, with former chief minister N. Chandrababu Naidu and former minister P. Narayana as the main accused. According to the CID, the value of the lands involved in the offence is estimated at Rs 4,400 crore, spread over approximately 1,100 acres. Other accused include Anne Sudheer Babu, former tahsildar of Thullur mandal, and K.P.V. Anjani Kumar, MD of Ramakrishna Housing Pvt Ltd.

The CID alleges that Naidu conspired with Narayana and other ministers, along with their benamis, to grab assigned lands in the capital city area from SCs, STs, and BCs. They allegedly created fear among these communities that their lands would be taken away without compensation under the Land Pooling Scheme, leading them to sell their lands at lower prices. The ministers allegedly pressured officials to issue GO 41 to benefit from the land pooling scheme for assigned lands in villages such as Mandadam, Velagapudi, and Uddandarayunipalem, despite legal advice to the contrary.

The investigation revealed that funds amounting to about Rs 16.5 crore were transferred from educational societies and companies operated by Narayana's family members to M/s Ramakrishna Housing Pvt Ltd and other middlemen. Narayana allegedly acquired nearly 162 acres of assigned lands for himself, while other associates of Naidu and Narayana acquired hundreds of acres.

Senior IAS officers testified that Naidu and Narayana issued GO 41, overriding the then advocate general's opinion, to legitimize transactions on assigned lands. Guntur district revenue officials found anomalies in the ownership or possession details of assigned lands in the 2014 revenue records compared to claims submitted for benefits under the LPS to APCRDA, involving 945.82 acres and 1,336 persons. Kommareddy Brahmananda Reddy has sought to be considered an approver and the ACB court is reviewing his plea.
