Komaram is derived from the Gond martyr Komaram Bheem, who fought against the erstwhile Asaf Jahi dynasty for the liberation of Hyderabad State. The music was composed by A. R. Rahman. Produced by Singanamala Ramesh, the film portrays Pawan Kalyan as a policeman with a moustache. Nikisha Patel is playing the lead role opposite Pawan in the movie and actress Shriya Saran appears in a song.

The other prominent stars in the movie include Manoj Bajpai, Charan Raj, Nassar, Jyothi Krishna, Bhrahmaji, Ali, and Girish Karnad. The film project costs over  Rs. 40 crore. Allu Aravind of Geetha Arts has got its distribution rights for Rs. 50 cr.

Surya has initially planned to make the movie with Pawan in Telugu and Vijay in Tamil and sent the scripts to both the superstars. The storyline was discussed with Telugu superstar Maheshbabu and Malayalam superstar Suresh Gopi. After the confirmation from Pawan, it was finalised to make in Telugu with Kalyan in the lead as there was no response from the superstars.
